NHIF dentures: eligibility, steps and the difference from implants
When Bulgaria’s NHIF covers complete dentures, what the payments include and what to confirm before treatment.

Coverage requires a completely toothless jaw
NHIF covers restoration of chewing function with a complete removable plate denture for a fully toothless upper and/or lower jaw, regardless of age. Each jaw is assessed separately.
If the upper jaw has no teeth and the lower jaw retains some, the upper may qualify. A few missing teeth do not establish eligibility under this package. Do not decide to remove remaining teeth to meet funding conditions; discuss treatment options according to their condition.
You need insurance entitlement and an appropriately contracted dentist. The booklet, supplement and previously reported dentures are checked before treatment.
One denture per jaw over four consecutive years
The package allows one procedure for each toothless jaw over four consecutive years from the procedure date. The period does not restart each January. Dentures supplied on different dates need separate date checks.
Follow-up examinations for up to two months after fitting are included. Agree the appointments and who to contact for pain or inability to use the denture. Report problems promptly rather than waiting for this period to end.
Loss or damage does not automatically create a new entitlement before four years. Ask what repair or replacement is needed and how it will be paid for. Replacing the insurance booklet does not restart the period either.
The clinical work and the denture have separate payment items
For 1 September to 31 December 2026, the framework contract separates clinical care from fabrication of the device. These are provider payments, not cash assistance to the patient.
| For one toothless jaw | NHIF payment | Patient contribution under the tariff |
|---|---|---|
| Restoration of chewing function with a complete denture, including follow-up for up to two months | 146.88 € | 0.00 € |
| Fabrication of the device, if reported to NHIF | 31.06 € | 0.00 € |
| Total when both items meet the conditions | 177.94 € | 0.00 € |
For both jaws, the total is 355.88 € when both qualify and the procedures and devices are eligible. This includes the devices; it is not solely the clinical fee.
Check whether the dentist also reports fabrication to NHIF. Article 86(5) requires the patient to be informed and complete a declaration. If fabrication is not reported, the device may be privately payable. Obtain its price beforehand: covered clinical work does not itself establish device coverage.
Zero contribution in these tariff items does not determine the price of every proposed denture or extra service. Confirm the NHIF work, any choices outside the package and any consultation fee. Ask what a proposed extra payment is for and why it applies.
Partial dentures and implants are different treatments
A partial denture replaces some missing teeth. Implants are placed in bone and can support different restorations. They are not included in these complete-plate-denture tariff items.
For implants or an implant-supported restoration, request a separate plan and price. NHIF's complete-denture payment is not a voucher automatically deducted from an implant bill. Any other medical grounds for funding must be assessed under their own rules.
Arrange assessment and keep the records
- Book an examination. Explain that you want assessment for an NHIF complete denture. Confirm that the practice provides this care, and bring your booklet and any earlier denture records.
- Confirm eligibility and the plan. The dentist checks each jaw and the time since previous care. Ask about appointments, NHIF reporting and separate paid services.
- Get instructions at fitting. Ask to be shown how to insert, remove and clean your denture. Arrange follow-up and a contact for problems.
- Keep the documents. Check the date and booklet entry. Obtain proof of any payment and keep its explanation. Contact RZOK for a dispute about reporting or entitlement.
If you are helping a relative arrange care, see assisted mouth care. A lost or full booklet has its own RZOK procedure.
